Vic: Challenge begins to find homes for victims

MELBOURNE, Feb 17 AAP - The massive task of finding accommodation for 7,000 people
who lost their homes in Victoria's bushfires on February 7 begins this week at a two-day
meeting.
The accommodation crisis was "the number one issue at the moment" in the recovery from
Australia's worst peacetime disaster that has cost at least 189 lives.
The Bushfire Reconstruction and Recovery Authority, the Department of Human Services
(DHS) and other agencies are holding the two-day planning exercise on Wednesday and Thursday.
Some people would be displaced for a "significant amount of time", DHS director of
emergency management Craig Lapsley told reporters.
"We've now got more than 1,800 houses burnt or significantly impacted ... 1,800 households
out there need to be accommodated somewhere else," he said.
"Some are still living in relief centres, we're looking at how we best relocate those
into other accommodation ... it could be emergency to temporary to something more permanent.
"It's very important to understand the connection for children to their educational
facilities, where people earn money and social connections.
"Some people find it difficult to move away from a community they have been part of,
but it may be a necessary step for rebuilding."
Mr Lapsley said the agencies would be better placed after the meeting to understand
how housing people would work in the medium to long term.
"It's probably the number one issue at the moment, it needs a lot of thinking, not
one single solution," he said.
The "whole of Victoria was hurting" and now was the time to work together, emergency
services commissioner Bruce Esplin said.
"The whole of Victoria can help in ensuring people have a strong way forward through
a very difficult point in time," he told reporters.
So far 1,834 homes have been destroyed, displacing 7,000 individuals, according to
the Red Cross statistics.
While firefighters are getting on top of the blazes still burning out of control it
should be remembered the bushfire season was not over, Country Fire Authority (CFA) director
of community safety Lisa Sturzenegger said.
"There's at least another month of summer to come and it's not too late for communities
to make their plans because having a plan can save lives," she told reporters.
"Fire agencies are scheduling fire ready Victoria meetings across the state."
There are more than 4,500 firefighters still either fighting blazes or containing them
backed by more than 500 army personnel.

The worst of the flood crisis appears over .. but northern New South Wales is still on alert.
Weather and emergency officials say new areas in the state .. and in Victoria and Queensland
could be under threat as river peaks from flood-hit areas move downstream.
Floods are set to peak again in the northern New South Wales township of Gunnedah today
with renewed inflows from Tamworth where the the Peel River peaked early yesterday.
And flooding is expected to continue at Wee Waa .. north of Gunnedah .. throughout
the week .. while Coonamble to the southwest also faces a flood peak today .. and elsewhere
.. Forbes will be on alert over the coming days.
In central Queensland .. floods at Theodore are receding .. but they're on their way
downstream and threatening outlying areas.
Banks (MELBOURNE)
Home owners will be able to switch mortgages without paying exit fees .. under a new
federal government plan to give customers a better deal from Australia's banking system.
The Age newspaper says Treasurer WAYNE SWAN will announce a reform package today to
ban exit fees from mid next year and support smaller lenders to bolster competition in
the sector.
The government will also launch a deposit-protection symbol to assure customers their
money is as secure with smaller credit unions and building societies as it is with the
"big four" banks.
And the consumer watchdog will be given greater powers to patrol the practice of price
signalling .. where banks announce intentions to raise interest rates.
The reforms are due to begin in July.

A national domestic violence register will be set up to protect abused women and children.
News Ltd says the national register will be introduced next year .. and will allow
police anywhere in the country to quickly identify men who have a history of beating their
partners or children.
It will mean women who flee abusive relationships by moving interstate will no longer
need to apply for a new set of protection orders in the state or territory they live in.
Wages QLD (SYDNEY)
The state government claims health workers in Queensland are suspending industrial
action while they consider an improved pay offer.
Annual wage increases of three per cent plus a one-off contingent payment of 500 dollars
at the end of the agreement have been tabled by Treasurer ANDREW FRASER.
Queensland Health staff from 45 professions previously wanted a 4.5 per cent .. four
per cent .. four per cent pay deal over the three years .. when they were presented with
a 2.5 per cent rise.
Shots (SYDNEY)
Police are hunting for two males near Goulburn in New South Wales after an officer
fired shots at a vehicle aiming for him.
The dramatic events followed an apparent burglary at a home in Bungonia .. where two
intruders .. believed to be men .. stole a car .. and were seen driving in the Marulan
South area a short time later.
Police gave chase .. but the vehicle drove towards one police officer .. who fired at the car.
The abandoned car has since been found .. and police .. supported by Polair are searching
the area.
Mideast Rudd (CAIRO)
Foreign Minister KEVIN RUDD has warned in talks with Egypt's President HOSNI MUBARAK
that time is running out on the Israeli-Palestinian peace process.
Mr RUDD says Canberra's concerned because no real progress has been made in the US-brokered
peace process.
He says the construction of new Jewish settlements in the occupied West Bank undermines
the push for a peace settlement .. which should pave the way for an independent Palestinian
state and guarantee Israeli's security.

The Climate Institute says Australia risks being left behind the emerging low pollution
economy .. as the UN climate conference deal in Cancun paves the way for an expanding
multi-billion dollar green industry.
A number of agreements at the conference yesterday .. including plans to create a green
fund for developing countries .. have set the stage for Australia's 2011 year of action.
The Climate Institute says Australia must invest more in low pollution technology to
improve our efficiency .. and should try to attract more green industries by setting caps
on emissions and get into carbon trading.
Afgha Unrest (KANDAHAR)
A roadside bomb attack blamed on Taliban militants has killed 15 civilians .. including
children .. in southern Afghanistan .. while a car bomb has wounded six people.
The 15 civilians died when the truck in which they were travelling in Helmand province
was hit by a homemade device.
There was a car bomb explosion at the car park of Kandahar city police headquarters
.. wounding four policemen and two civilians.

CANBERRA, Dec 22 AAP - The freight industry will face a new cost for moving products
by air under the federal government's aviation white paper.
Hardened cockpit doors, introduced to passenger planes in the wake of September 11,
will have to be fitted to cargo aircraft by July 2014.
"The government believes it is important to ensure these aircraft are subject to appropriate
security measures proportionate to their capacity to inflict damage on a ground target,"
the white paper says.
Until now, only planes with 30 seats or more have been forced to have the secure doors.
That's not the only change air cargo is facing.
By 2010 all air cargo being flown to the US will have to be screened, something the
government is not completely supportive of.
"The government's preference is for a risk-based approach to air cargo security measures
that balances the threat level against the impost on export industries," the paper says.
Opposition transport spokesman Warren Truss has raised concerns about changes to airport
security contained in the paper.
Smaller regional airports where turbo-prop planes land will have to screen passengers
in the way bigger airports already do, also from 2014.
The requirement may eventually be extended to charter operations flying in and out
of mining communities because of the growing use of larger aircraft for closed charter
flights in the mining, oil and gas sectors.
"At least 14 airports currently served by QantasLink and possibly another eight airports
will need to be rebuilt or have security upgraded to meet the new criteria," Mr Truss
said in a statement.
He said the airports facing an upgrade were Bundaberg, Blackwater, Cloncurry, Devonport,
Emerald, Gladstone, Longreach, Port Lincoln, Tamworth, Weipa, Wagga Wagga, Barcaldine,
Blackall and Horn Island.
Mr Truss said the commonwealth should pay the full cost of upgrades.
Regional operators will be faced with a choice of using smaller aircraft on regional
routes or axing services altogether.
Other security changes flagged in the paper include tighter control on visitors' access
to secure sections of airports.

A computer spammer is believed to have hijacked the Cleo Bachelor of the Year competition
.. trying to rig votes in favour of one of the contestants.
A spokeswoman for the magazine says judges became suspicious when they noticed one

revealed .. hasn't been disqualified.

Qld: Man charged over two rapes
BRISBANE, April 25 AAP - A woman has been dragged into a toilet cubicle in a central
Queensland pub and raped, police say.
The 32-year-old woman from Kawana was allegedly dragged into the toilets of a hotel
on Bolsover Street in Rockhampton by a 28-year-old man at about 4.30pm (AEST) yesterday.
The man, from Berserker, is also believed to be responsible for a similar sexual assault
on January 16 this year.
At about 11pm that night a 20-year-old Frenchville woman was walking along Moores Creek
Road in Rockhampton when she was allegedly dragged off the road and assaulted.
The man has been charged in relation to both cases with three counts of rape and one
count each of sexual assault and deprivation of liberty.
He will appear in Rockhampton Magistrates Court later today.

battle to return to Australia.
The full bench of the Federal Court, sitting in Melbourne, today dismissed an appeal
lodged by federal government lawyers against a judge's decision to reinstate Dr Haneef's
visa.
The decision was shown on video link in Brisbane.

Labor's unveiled the next instalment of its education revolution .. announcing an at-home
early childhood learning program for disadvantaged areas.
KEVIN RUDD says his government would work with the Brotherhood of Saint Laurence ..
to set up 50 community groups in Australia's most disadvantaged communities.
He says the Home Interaction Program would support up to eight thousand children from
three to five.
The two-year scheme would provide tutors to visit parents at home to provide personal
mentoring .. tutoring and support .. as well as books and learning materials.
The program's based on similar early intervention schemes in Canada .. the US .. Germany
and Israel.

Mr Garrett said the Howard government was simply attempting political mischief by mocking
him in question time yesterday in the hope of turning the attention away from climate
change.
He said his position on the US military had changed from when he protested outside
the Pine Gap base near Alice Springs in the 1980s - developed by the Hawke Labor government.
"Twenty-five and thirty years ago, like a lot of other Australians I was involved in
actions and activities across this country, of course you change your mind about some
things over time, no one listening to this interview would expect otherwise, "Mr Garrett
said.
"There would be members on both frontbenchers of the parliament, many people sitting
in their bedrooms, in their lounge rooms, in the pub today who have views ... which have
evolved over time, mine have."

NSW: South-western service stations to introduce pre-pay fuel
From today most service stations in south-western Sydney will make motorists pay for
their fuel before they fill up .. to combat the rising number of drive-offs.
59 out of 70 service stations in the Bankstown and Liverpool areas will take part in
a six month trial of the system.
It follows a sudden increase in drive-offs from service stations .. and the theft of
number plates from motor vehicles.
Police say there have been more than 560 drive-offs between January and August this
year .. in the Bankstown area alone.
NSW Police Minister CARL SCULLY first announced the initiative on August 10 .. and
says the government's considering amending laws relating to petrol theft to make it easier
for offenders to be prosecuted.
And as number plates are often stolen by petrol thieves to make it difficult for their
cars to be identified .. Mr SCULLY says they're encouraging motorists to use one-way screws
.. to make plates more difficult to steal.

SYDNEY, Aug 21 AAP - Nine people, including two Australians, were injured during the
evacuation of a Qantas jet that landed in Osaka, central Japan, after a smoke sensor was
activated in the aircraft's hold.
A smoke alarm activated shortly after the Perth-bound Airbus A330 carrying 178 passengers
and 13 crew took off from Tokyo.
The pilot made an emergency landing at Kansai Airport about 1am local time (2am AEST).
The two Australians, six Japanese and one Chinese citizen were slightly injured. One
of the Japanese woman fractured her pelvis or hip as passengers used emergency chutes
to escape the plane, Qantas said.
West Australian woman Tracey Heinberger said she received grazes on her elbows and
knees when someone pushed her as she tried to escape the plane with one of her two-year-old
twins.
"Someone actually pushed me," Ms Heinberger told the Seven Network.
"I had one of my two-year-old twins and my husband had the other twin and the lady
in front of me (with an infant) got pushed also."
Another passenger told Japanese television: "People bumped into each other in the mad
rush to escape."
Qantas executive general manager for engineering and maintenance, David Cox, said the
captain had ordered the immediate evacuation of the plane because an Osaka airport fire
officer had reported seeing smoke.
Mr Cox said it was unfortunate the passengers had been hurt, but that was always a
possibility when an aircraft was evacuated quickly because of the risk of fire.
"The evacuation systems are designed to get people off, in fact, within 90 seconds,
and that means they are going to go down those slides very, very quickly," he told reporters
in Sydney.
"And there is the risk of minor injuries."
Despite the report of smoke from the aircraft, Mr Cox said the emergency had probably
been caused by a faulty smoke alarm and ruled out the possibility the incident was terrorist-related.
"At this stage there is no indication of anything other than a sensor issue," he said.
A Qantas plane will be sent to Osaka and passengers could resume their journey to
Perth as early as tomorrow.
Japanese safety investigators quarantined the aircraft and Qantas engineers were on
their way to assist in investigating the incident.
The Airbus A330 was purchased by Qantas in June last year.
In July 3, 2003, five people were injured when a chute was punctured during the evacuation
of a Qantas jumbo jet at Sydney after a brake on the jet caught fire during landing.

BOLINGBROOK CLERK ELECTED TO HEAD STATE ORGANIZATION
Carol Penning, Bolingbrook village clerk, recently was sworn in as president of the Municipal Clerks of Illinois.She will serve a one-year term as president of the professional organization, which educates and mentors professional clerks around the state.
She has served a one-year term as vice-president of the organization as well as a two-year term as its secretary.
In addition, she was instrumental in founding the Municipal Clerks of Will County in l994, and served as that organization's first president from l994-95.
The responsibilities of a village clerk are diverse and can include all record management, licensing, collection of election balloting, keeping the village seal and dispersing public information.
"I think the most important aspect is that my office serves as a liaison between the government and the citizens," said Penning, who turned 45 the day she was sworn in.
"It is an information center."
The challenges of a new millenium and rapid changes in information technology keep Penning seeking ways to improve the system.
"I have always felt that since we are a relatively young municipality, we have been able to move forward and be on the leading edge," she said.
"We have been innovative."
She cited the village's Internet link with other municipalities as a way of accessing information quickly and efficiently, more so than in the past when phone calls and mountains of paperwork were the order of the day.
"As the age of technology expands, I am a believer that we have to expand with it," Penning said.
"You need to find a way to ride the wave of change or you will find yourself beneath it."
As the new wave of technology approaches, Penning is busy assisting in a project to keep local citizens informed about precautions for Y2K.
"We will be making available a simple brochure that steers residents to other centers of information that can help as we approach 2000," Penning said.
"This will include other branches of government and emergency organizations, just so that we let people know what is available."
That brochure will be finished and available shortly, she said.
Penning is serving her third term as village clerk and will be up for re-election in 2001. She served in the office in various capacities from l977 to l985, at which time she left for work in state government.
IT a hit, not a Midland myth.

Midlands firms are grasping the nettle of new information technology, according to a new survey which claims to dispel the 'myth' that the region is lagging behind in the IT stakes.
The research, carried out by business advisers Andersen, looked at companies with at least 25 employees and found virtually all of them used IT in some form and were enthusiastic about the benefits it had brought. Only five per cent thought the Midlands to be a sterile environment for technology.
Researchers interviewed people with responsibility for IT at 221 firms - 100 of which were manufacturers and the rest in the service sector.
The most popular IT functions were e-mail (96 per cent) and financial control (91 per cent), with over half using it for production control or procurement. Manufacturers demonstrated slightly higher take-up of all types of IT than service firms.
Eighty five per cent of companies had a website, which was seen mainly as a marketing tool, and 14 per cent of these used it for e-commerce, on-line orders or quotations.
The overwhelming opinion of firms questioned in the survey was that IT had had a positive impact on the business, with hardly any claiming it had had a negative impact.
Highest satisfaction ratings were given to production control, where 91 per cent felt it had had a positive effect on working practices, followed by email and knowledge management (90 per cent), customer relationship management (88 per cent) and financial control (87 per cent).
Over a quarter of the companies spent pounds 100,000 or more a year on IT. And despite the current economic climate, 83 per cent of those questioned said their IT budget would remain at its present level or increase during the year ahead.
As for developing new IT functions, respondents were more likely to suggest further investment in current applications than in new ones.
The majority felt a demonstrable efficiency gain or a sound business case was more likely to encourage the use of IT in a company than a good local service provider or an internal champion - although all four are felt to be helpful.
Just over a third of companies managed all their IT functions themselves without any help from outside organisations, although almost half (48 per cent) outsourced some of the maintenance work and 30 per cent used outside suppliers for web management.
Two in three of those questioned disagreed with the statement that the West Midlands is a sterile environment for technology, while a small minority (five per cent) agreed.
Hilary Campton, marketing manager for Andersen in the Midlands, said: 'Hopefully this survey will dispel the image of the Midlands as an area which is behind in terms of technology. We were delighted to find such extensive take-up of IT and such enthusiasm about the benefits it could bring.
'However the survey did reveal some ways in which companies could improve their IT strategy and make better use of the technology they already had.'
She added: 'Just one per cent of companies use their website for customer support, yet the provision of aftersales information via the internet has been shown to prevent unnecessary telephone calls and reduce customer service costs.
'Only 21 per cent of companies had an IT director. With IT now playing such a critical part in business, we believe it needs a board level champion to ensure it is placed firmly on the corporate agenda.'
